The "WiN Emscher-Lippe limited company for structural change" (WiN Emscher-Lippe Gesellschaft zur Strukturverbesserung mbH) was organised in 1990 as a private limited company to support and shape the structural change within the limits of the Emscher-Lippe region. A special feature is the company’s construction as a public-private partnership. Its partners include all twelve towns in this area and 28 local companies and organisations.

Innovation processes are being strengthened and cooperative efforts aim at creating and expanding regional networks. Working together with the partners, key projects are being identified and developed. Here the region is concentrating on the competence sectors involving chemicals, health care and – naturally – the energy sector, with an emphasis on future energies.

Next to the “BEn”-Project the “Future Energies”-Team of WiN coordinates “HYCHAIN MINI-TRANS”, another European project  which allows citizens from four European Union regions to test a group of small urban vehicles including small utility cars, minibuses, wheelchairs, scooters and cargo-bikes, all powered by hydrogen fuel cells. Over the years, the WiN matured from a traditional economic development corporation to a project company, which adopts the implementation of structural-related projects by order of the Emscher-Lippe region.
