Third Network Meeting 13-12-2010
The third network meeting took place in Łąck on 13 December 2010. The characterisation of biomass resources and scenarios for biomass use for energetic purposes were presented. There were analysed scenarios for the development of biomass in the region. According to the initial results of the project, all of scenarios are possible, but we should take into account the amount of biomass to use for energetic purposes. According to the biomass register, there are three main kinds of biomass in the region: straw, manure and wood. It was discussed the results of opportunity studies prepared by experts. These studies concerned following bio-energy investments:
- individual heat production boilers (20 kW - 1MW) for farms (10 – 200 ha) located in the region,
- medium sized biogas installations (up to 1,0 MW) operated by the major husbandry farm owners and food producers,
- briquettes production for regional use in individual boilers (15-20 kW),
- extension of municipal biomass heat production plant in Łąck (actually the power plant’s capacity is of 1200kW. The investment will allow for enlargement of the existing capacity by about 2 MW).
Participants of the meeting underlined that there is a need for supporting of farmers and municipal institutions. Each of the scenarios needs adequate financing source. There is an urgent need for creation of new innovative financing schemes, including for instance private public partnership or joined implementation projects. It was emphasized a high importance of national conditions determining the biomass collection and use, including legal regulations and supporting systems. It was taken the initiative to develop natural plantings as additional source of biomass production for heating purposes and its local use.
Next steps:
Further investigation and activities aimed at improving of:
- complex support of farmers and local society,
- support of the development of municipal investments, including the extension of municipal biomass heat production plant in Łąck.
Second Network meeting
Second Network meeting took place in Baruchowo on 16 November 2009. Regional actors core group was established including Łąck community, Płock county, StowGmin, Mazovian Energy Agency, Płock Agricultural Knowledge Center, Gostynin Forestry administration, installation suppliers, NGOs, public financing institutions. It was recommended to establish local energy agency for the Gostynin Lake Region. SWOT analysis results were confirmed. The following issues were underlined:
- weakness of the region is determined mostly by country policies,
- weak cooperation within the communities e.g farmers cooperatives,
- procedural problems with investments and financing,
- high competition from big investments in terms of biomass and financial support,
- lack of cooperation and broad discussion and analysis of financing possibilities,
- lack of local potential for carrying out the investments.
For bioregister purposes gmina level and forestry units were established as the basis for biomass potential description. Need for bioregister is confirmed by mixed signals from biomass market. It was decided that Master Plan will be prepared by key actors supported by IETU and experts in interaction with the network and verified during workshops. Main determinants for Master Plan are:
- investments in public buildings are not priority nowadays except for thermo insulation, waste and sewage and water management. These can be expected in 5-10 years,
- today the most interested in biomass solutions are farmers and agro tourism business,
- main field of biomass utilisation is heat and biogas production.
Next steps:
- Activities for policy and law changes concerning conditions and support for biomass investments – formulating local communities statement directed to regional and national bodies.
- Information campaign in local media and promotion of good examples.
- Improvements in local energy cooperation through meetings, interviews site tours.
- Preparation of materials promoting biogas and biomass boilers solutions.
- Formulating requests to Regional Environmental Fund with application for community investments support funding schemes.
- Cross linking the actions with other programs on infrastructure modernisation and spatial development.
- Stimulation of capacity building of technical and knowledge potential. - Extension of cooperation for the Mazovian region concerning financial and technical aspects.
- Organisation of meetings for groups oriented on biomass heating and biogas installations along with master plan preparation.
Kick-off meeting: 13-03-2009
- Participants are interested in establishing biomass network
- Participants expressed their opinions and interests in biomass solutions.
- There were identified potential users and producers of biomass for energy purposes, which expressed a strong interest in undertaking real activities within bio-energy development in the region.
- There were highlighted some doubts concerning biomass solutions because of existing barriers (financial issues and some legal and organisational aspects).
- Participants of the meeting agreed that biomass energy register may constitute a very important tool for all the stakeholders.
- The Gostynin Lake District Tourist Communes Association was accepted as the coordinator of the biomass development activities in the region.
- Regional authorities declared support to regional biomass development within their competences.
Next steps:
- Making contacts with missing actors.
- Organisation of the two days tour of BEN team aimed at verification of biomass investments possibilities (May, 2009).
- Organisation of the local biomass network meeting to present the biomass energy register and provide input for master plan and further network activities planning (September, 2009).
